The North Florida HIDTA is seeking a civilian professional to fulfill the duties of a Crime Intelligence Analyst I. The work location for this position is at the North Florida HIDTA office located at 8647 Baypine Road, Suite 300, Jacksonville, Florida. The St. Johns County Sheriff’s Office (SJSO) manages the application and background investigations for contract positions. This is an independent contractor position, requiring the individual to establish an LLC. This is not an employment position with the St. Johns County Sheriff’s Office. This position is funded by a Federal Grant and should the grant funds be terminated this position will be eliminated.

Purpose of Position: The HIDTA Crime Intelligence Analyst I Contract Position operates in a multi-agency investigative support center, possesses broad knowledge of the intelligence cycle and its application for performing analytical support to criminal drug investigations. This position understands and demonstrates tactical, operational, and strategic analyses, relevant data collection using open-source intelligence (OSINT) and various law enforcement databases, and timely dissemination of finished intelligence products. This position is responsible for adhering to federal classification and currently accepted citation and attribution standards while preparing written work products. This position provides high quality customer service to law enforcement officials and HIDTA initiative members at the federal, state, and local levels. This position possesses the ability to communicate effectively on the phone, in person, and in writing while maintaining confidentiality and adhering to policies that govern the dissemination, storage, and purging of criminal intelligence data.

The HIDTA Crime Intelligence Analyst I Contract Position may perform other related duties and tasks as required and shall have the physical, mental, and emotional abilities to perform the duties of this position.


Minimum Qualifications/Education Requirements:

  • Bachelor’s Degree
  • Crime intelligence and/or analytical experience
  • Valid Florida Driver’s License
  • Ability to pass a fingerprint-based background check, polygraph, and drug test, paid for by HIDTA
  • Ability to pass the background investigation for a SECRET security clearance, paid for by HIDTA
  • Ability to use office equipment to include telephone, copier, printer, fax, scanner, and computer
  • Ability to effectively use the Microsoft Office Suite
  • Ability to collect, analyze, and disseminate relevant information
  • Ability to identify trends and forecast drug-related threats
  • Proficient verbal and written communication skills

Duties:

  • Conduct research, collect and analyze data, and prepare written assessments and Intel briefs
  • Keep abreast of current regional drug threats and identify trends
  • Complete, update, and submit required reports
  • Accept supervision/direction
  • Comply with HIDTA policies and procedures
  • Proactively communicate with supervisor on current work products and projects
  • Identify problems and recommend solutions
  • Provide analytical support to vetted law enforcement investigators
  • Conduct interviews
  • Maintain confidentiality
  • Attend and participate in intelligence briefings and required meetings
  • Prepare and disseminate work products according to guidelines and in a timely manner
  • Prepare and provide presentations
  • Perform high-level analytical support
  • Maintain document files and dissemination logs
  • Provide and receive feedback
  • Receive, route, and return telephone calls in a professional and timely manner
  • Comply with 28 CFR Part 23 and the FBI’s Criminal Justice Information Systems Security Policy
  • Testify at trials, hearings, and grand juries or depositions as necessary

Job Controls and Complexities:

  • Report daily directly to the HIDTA Investigative Support Center (ISC) Manager
  • Accept direction from the HIDTA Director and Deputy Director
  • Display courtesy when dealing with coworkers, law enforcement officials, community members
  • Work independently and in a team environment
  • Maintain professionalism during the conduct of all duties
  • Provide quality customer service when answering and making phone calls and conducting face-to-face interviews
  • Collect relevant information from a variety of sources
  • Apply knowledge of the Intelligence Cycle in the conduct of analytical duties
  • Adhere to classification, citations, and attributions standards

Environmental Conditions: This position works during normal business hours Monday through Friday, but may rarely require work outside normal business hours, including nights, weekends, and holidays. Work is primarily performed indoors. Some travel may be required.
