About the job

As the domestic intelligence service of the Federal Republic of Germany, the Federal Office for the Protection of the Constitution (BfV) makes a significant contribution to the security of its citizens.

To strengthen our team in Cologne, we are looking for a consultant (m/f/d) for project management in the area of ​​OSINT.

Your tasks

You will take over the management of strategic IT projects in the area of ​​open source intelligence (OSINT) and thus contribute to the methodological and technical development of internet processing within the entire Federal Office for the Protection of the Constitution.

In addition to needs assessment, your responsibilities include developing project plans. You will conduct market surveys, collaborate with various external companies, and conduct acceptance tests. Your duties will also include supporting the department head with management, planning, and coordination tasks, as well as participating in national committees.

Salary and prospects

  • Permanent employment up to salary group 13 TV EntgO Bund (annual gross salary from €58,322 to €83,606)* and the possibility of later civil service appointment
  • Transfer of civil servants up to A 13 BBesO A if the career-related requirements are met
  • Payment of an intelligence allowance

*depending on the possibility of recognition of qualifications and previous experience

Your profile

You are a German citizen and have

  • as a civil servant, the career qualification or the requirements for the recognition of career qualification for the higher non-technical administrative service of the Federal Government or
  • a master’s degree with at least a grade of “good” in the fields of social sciences or economics.

In addition, we expect:

  • At least two years of professional experience in a security agency in the field of “OSINT” at the time of application
  • At the time of application, experience with the project management methods “PRINCE2” and “Scrum” (proof through training, employment references, etc. required)
  • proven experience in managing IT projects
  • Above-average motivation, resilience, flexibility as well as strong organizational and negotiating skills
  • a high degree of willingness to take responsibility and the ability to work conceptually and analytically
  • Gender and diversity competence
