What are you going to do?
As an Open Source Intelligence (OSINT) specialist, you will work on strengthening our intelligence position on the CTER theme. Think specifically of the themes of jihadism, right-wing terrorism and anti-institutional extremism. Your added value is that you know what the information needs consist of. You know your way around the internet, in the deep web and dark web and in places on the internet that others do not quickly come to. Your knowledge of different languages contributes to this. In addition, you have knowledge of the digital tools with which you approach work in a more targeted manner. You make connections between information from open and closed (police) sources and that match the information request. You know how to clearly present your findings in reports or official reports so that they can contribute to the evidence in a criminal investigation or for intelligence purposes. Based on your specialization, you share your knowledge with colleagues and bring the quality of the team to a higher level.
The work is unpredictable. You are also prepared to work sometimes in the evenings and on weekends due to operational necessity. This is when the operation requires it. This also includes periodic on-call duties.
Where are you going to work?
You will work within the CTER cluster. There, employees of intelligence, expertise and tactics work closely together and in one department. The cluster explores the developments, phenomena and threats within its field of responsibility with the aim of preventing crimes and arresting suspects and having them prosecuted. The cluster provides high-quality expertise and knowledge products and carries out, often complex, tactical investigations and legal assistance requests in the field of terrorism and extremism. Intelligence is the point of contact for CTER-related matters within the CTER domain. Intelligence ensures adequate knowledge and information exchange with national and regional Intelligence organisations and with internal and external partners such as the NCTV, Europol and FIOD.
As of 1 January 2024, the National Unit will be split into two independent units, each with a specific task. This function has been set up within the National Investigation and Intervention Unit (LO). LO is committed to combating serious and organised crime, terrorism, foreign interference and cybercrime, both nationally and internationally. In addition, LO supports the police throughout the Netherlands with special interventions (DSI) and covert operations.
Who are you?
You are creative and proactive and you use (existing) networks. In addition to strong networking and advisory skills, you act and communicate tactfully and you can argue convincingly. With your analytical skills you are able to interpret information flows and convert them into products. You then know how to translate them into action perspectives within the investigations. In the field of intelligence and OSINT you are a source of information for colleagues and you know how to inspire colleagues.
You are able to work under pressure in a hectic environment. You are expected to be able to quickly switch to what a research team needs. At various levels you are a solid discussion partner and you can coach colleagues and take them along in the objectives to be achieved.
Furthermore you have:
- HBO (bachelor) work and thinking level*;
- experience and/or knowledge regarding open sources and internet research;
- affinity with the CTER theme and affinity with digitalization;
- Due to the international nature of social media expressions, a good command of Dutch and English is required and preferably a command of Arabic.
What we offer
The location is Woerden. There is room for 1 te. It concerns a function for 36 hours per week.
Depending on your background, you will follow a 14-week training for specific employability (36 hours per week) at the Police Academy, possibly with an additional training program required for the position. During this training(s), you will receive all the salary agreed with you. Positive completion of the mandatory assessment is a condition for starting the training. Completing the training is a requirement to be able to perform this function. Here you will find all information regarding the selection procedure, the assessment and the training.
During the internal specific police training you will be temporarily appointed as a civil servant in training. After completing the training we will offer you a temporary appointment, with a trial period of one year. After this trial period a permanent appointment will follow as soon as possible.

- a gross monthly salary of at least € 3,137 and a maximum of € 5,055 (scale 9 Bbp) based on a 36-hour working week;
