SAIC is looking for experienced OSINT Report Curators and Dissemination Engineers to work with a diverse team of intelligence collectors, linguists, planners, operations officers and decision-makers providing operational support to dynamic global operations. These positions will require interaction with a wide variety of Government and contractor personnel – ability to operate in a diverse, evolving, and high-profile environment is key.

Positions are available at various experience levels at Ft. Belvoir, VA.

These positions are contingent upon contract award expected September/October 2024.

Job Duties:

  • Provides OSINT data management activities to maximize the availability, discoverability, and utility of Army and mission partner OSINT reporting across classified and unclassified domains.
  • Coordinates with operational elements, industry and defense partners, coalition elements, and data providers to identify OSINT content and reporting repositories
  • Collects, tags, normalizes, and records OSINT reporting, third-party content, and data transfer activities in compliance with applicable government and company policies
  • Performs report and data transfer activities in compliance with government tasking
  • Synchronizes transfer and dissemination activities with operational units to maximize interoperability, facilitate federation, and maximize use across the Defense and Intelligence Communities
  • Supports coordination efforts with various Service and Agency-level intelligence repository owners; provides data structure and process recommendations to maximize Enterprise dissemination
  • Drafts and updates PAI/CAI Data Lifecycle Management best practices in compliance with Army, DoD and Intelligence Community guidance
  • Implement metadata tagging for both structured and unstructured OSINT content through metadata creation, enrichment, and quality assurance in compliance with applicable policies and directives
  • Maintain databases and repositories to publish efforts on multiple networks
  • Provide content and knowledge management for organic and Service-level OSINT data repositories, as applicable
  • Maintain Standard Operating Procedures (SOPs) and process documents to ensure continuity of operations and compliance with internal and Service-level policies
  • Maintain Army OSINT Master Product Tracker in coordination with government teammates

Qualifications

Education and Experience:

  • Junior: High School Diploma and five (5) or more years’ experience conducting Defense or Intelligence Community intelligence support operations, three (3) or more in a Collection Management (CM) or Information Collection (IC) position
  • Journeyman: High School Diploma and ten (10) or more years’ experience conducting Defense or Intelligence Community intelligence support operations, five (5) or more in a CM or IC position
  • Senior: Bachelors and five (5) years or more experience conducting open-source intelligence activities, including Community-wide dissemination, in support of the Defense Department or Intelligence Community Agencies; Master’s and three (3) years or more relevant experience; applicable PhD (data engineering, research, etc.) and 0 years related experience

Clearance Requirement:  

  • Must be a U.S. Citizen with an Active Top Secret SCI Clearance

Additional Requirements:

  • Familiarity with SharePoint, Highpoint, Army Multimedia Message Manager (M3) / DIA Record Message Traffic (RMT) systems, and other Defense Department / Army messaging handling systems
  • Advanced understanding of Army Data Lifecycle Management requirements and applicable policies / procedures
  • Advanced understanding of Army OSINT reporting standards, structures, and repositories
  • Familiarity with metadata tagging procedures, keyword repositories and indexing, and other data management practices
  • Excellent written and verbal communication skills
  • Ability to execute multiple tasks and ongoing projects while ensuring compliance with applicable policies, and procedures
  • Proficiency in Microsoft Office products
  • Willing to work outside normal business hours

Desired Certifications & Skills:

  • Previous experience in DoD knowledge management, including SharePoint administration and design, and webpage management
  • Experience conducting information briefings and other official communications with senior and executive leaders
  • Working understanding data management and engineering, including schema normalization, ontologies, and data structure management
