Job Description
The Trier Police Headquarters / Trier Criminal Investigation Directorate / Criminal Investigation Department 3 / Police Department 35 "Data Management / Financial Investigations" / Department "Analysis and Evaluation" is seeking to fill a permanent position at the earliest possible date in the Processing for Open Source Intelligence (OSINT) - Investigations to be filled.
This is a full-time position, currently 39 hours / week. The position is suitable for part-time work. The activities are evaluated according to pay group 10 of the collective agreement for the public service of the federal states (TV-L) (gross € 3,928.42). Employees with a degree in information technology are classified in pay group 10 TV-L. Employees who have not completed a degree in information technology are initially classified in pay group 9b TV-L, depending on their personal qualifications. After several years of probation and attending comprehensive further training measures in this area, there are opportunities for further development up to pay group 10 TV-L.
Let us introduce ourselves:
Commissariat 35 is responsible for the entire maintenance of police data processing. This ranges from the recording of data necessary for the police service and compliance with quality standards to the observance of data protection screening deadlines. In addition to important information for day-to-day police operations and investigations, offender-oriented approaches are now also coordinated and analyses of criminal police phenomena or evidence are carried out.
Functional description:
- Independent implementation of cross-phenomenon Open Source Intelligence (OSINT) research and corresponding documentation through electronic backup to support police authorities within the Trier Police Headquarters
- Collaboration in the conceptual further development of operational and strategic Internet evaluation as well as the establishment and maintenance of supra-regional contacts
- Development and administration of software for carrying out operational and strategic internet investigations; use of suitable analysis and monitoring tools
Requirements profile:
Educational qualification:
- Completed university degree (Bachelor's degree or equivalent) in computer science or comparable IT-related degree programs or
- Completion of vocational training as an IT specialist (m/f/d) or comparable training and several years of corresponding professional experience
Further requirements:
- Good oral and written communication skills in German and English,
- good knowledge of open source intelligence (OSINT); networking in the OSINT community,
- Very good IT skills - confident handling of the necessary IT applications, in particular professional experience and specialist knowledge in the following areas Operating systems (especially Windows and Windows Server), programming languages (e.g. C++,C #, Python, Java) as well as of SQL and database systems (e.g. SQL Server, Oracle) and XML, databases and storage technologies,
- Experience in the use of analysis and monitoring tools as well as in dealing with search operators for search engines
- Willingness to participate in on-call duty and to work flexible hours depending on the situation,
- good comprehension, creativity and analytical thinking and judgment,
- high sense of responsibility and willingness to take responsibility,
- independent, careful and systematic way of working,
- Ability to work in a team and cooperate,
- Willingness to undergo further training, particularly in the area of the software to be used.
