Job summary

As part of the Defence Intelligence Training Group (DITG), the Defence School of Geospatial Intelligence (DSGI) representative for the Lead Training Provider (LTP), the Head of the OSINT Training and Education Centre is responsible for the Defence Open-Source Intelligence (OSINT) training programme. The modular training programme ensures that OSINT users across Defence receive appropriate training to safely and effectively operate the Defence OSINT capability.

The Head is responsible for capturing the Defence Statement of Training Requirement (SOTR); setting the training timetable based on user demand, overseeing the training content and ensuring it keeps up to date with the changing information environment and advancing Defence OSINT requirements, and ensuring all training is compliant with relevant Defence policy. The Head will work closely with DITG to ensure all courses and changes are JSP822 compliant and the courses are fully assured.  The role is primarily executed through direction and management of the training delivery contractor.

The Head of OSINT Training and Education Centre is also responsible for managing the franchised Train the Trainer (TtT) programme and ensuring that these set of courses are meeting the same standards as the core programme. It will also oversee course loading, equipment and continual evaluation, and developing/designing new courses as required.  

This position is advertised at 37 hours per week.

Job description

  • Work with the Defence OSINT Centre to capture the Defence requirement and use-cases for conducting OSINT and develop understanding of changing OSINT best practices, skills and tradecraft that meet these requirements and use-cases.
  • Develop a strong understanding of the Defence OSINT capability, and the relevant policies and legislation.
  • Work with the training contractor to oversee the design, delivery and continual development of a modular training programme that provides the analyst with the skills and knowledge to effectively exploit OSINT in a safe and compliant manner.
  • Manage the training contract, including the payment of invoices and overseeing the process of contract evaluation.
  • Manage course loading, equipment provision and evaluation.
  • Manage the trained trainer programme and seek greater integration into military training programmes.
  • Work with DITG to ensure the training programme is fully compliant with all relevant training policies and the role of Lead Training Provider (LTP) is carried out in accordance with Defence Intelligence Training Assurance Team (DITAT) policies.

  • Regular travel to other UK wide MOD sites required.

Person specification

  • A self-motivated, confident communicator, able to work with a range of stakeholders (with varying levels of technical expertise, seniority, and experience) within the trade.
  • Proactive and innovative, with the ability to see opportunities and lead development initiatives.
  • Have excellent communication skills, to able to articulate clearly and concisely, both orally and in writing.
  • To have an excellent working knowledge of O365, in particular SharePoint, Word and Excel Software.
  • Able to work independently and as a team member both within OSINT and wider Defence.
  • Ability to prioritise, work well under pressure and meet fast deadlines.
  • Confident in engaging with industry partners and representing the OSINT community.
  • Build, develop, and maintain positive working relationships with a wide spectrum of senior and working level partners and customers, and ensure the output of OSINT training is aligned to Defence requirements, decision-making processes, and timelines.
  • Provide expert advice and based OSINT training output.
  • Act promptly on customer feedback to develop and improve OSINT training output.
  • Actively lead, encourage, enable, and champion innovation, inclusivity and diversity across all of your lines of activity.
  • The successful candidate must maintain high levels of confidentiality and hold or obtain DV clearances.

Essential criteria:

  • Hold a degree or equivalent in the relevant discipline.
  • DTM qualified.
  • Experience with management of franchised training.
  • Contract and resource management experience.
  • Flexibility to travel to Defence locations with minimal notice.
  • Excellent presentation and communication skills with the ability to convey technical information clearly and concisely.
  • Strong organisational skills, with the ability to prioritise to meet specific time frames and targets.
  • Experience in using MS office applications including Microsoft Outlook, PowerPoint, Excel, Word, SharePoint.
  • Understanding and experience of financial and commercial contract negotiations.

Desirable criteria:

  • Hold current DV clearance.
  • Line Management Experience
  • DTTT or equivalent training delivery qualification
  • PHIA City and Guilds qualification in Intelligence Analysis
  • Knowledge and understanding of the OSINT and/or wider intelligence communities.

Where business needs allow, some roles may be suitable for a combination of office and home-based working.
