What You Will Do
- Provide support to policy formulation, planning, coordination, and providing strategic advice to assist in developing policies, programs, and strategies
- Plans, carries out, and/or supports policy research, analysis and formulation aimed at enabling innovation in the Defense OSINT Enterprise and supports effective planning, production, and management of OSINT resources. Shall develop written materials to support
- Review Intelligence Community policies, regulations, and Standard Operating Procedures for application to the design and drafting of corresponding doctrine, including SOPs and field guidance
- Conduct data research, assembly, and analysis; participate in focus groups; and prepare draft documents and presentations as needed
- Prepare background papers, briefing notes, and policy analysis on a wide range of OSINT policy and planning issues, as requested by Government leadership, in support of customer initiatives and activities
- Provide complete written products that are free of typos and grammatical mistakes, and ensuring the products have been written for the appropriate audience
- Compile and organize data, as well as conduct research, analysis, and coordination of strategy, policy and doctrine at the IC, DoD, Service, and Command levels
- Review and evaluate existing policies across the Defense OSINT Enterprise, and other intelligence disciplines, synthesizing findings to identify and recommend best practices for applicability and/or adaptability to the development of policy and doctrine. Shall work closely with stakeholders to determine the goals and objectives of OSINT policies
- Support executive-level projects and analyze, assess, and develop future strategy and guidance governing DoD OSINT operations
- Research IC, DoD, and interagency policy formulations on OSINT issues and foreign partner agreements, ensuring authorities, concerns and equities are accurately represented
- This position is 100% onsite at client location with limited telework options
What You Will Need
- An ACTIVE and MAINTAINED TS/SCI Federal or DoD security clearance with a COUNTERINTELLIGENCE (CI) polygraph
- Bachelor's Degree with TEN (10) years of experience - OR - Masters Degree with EIGHT (8) years of experience supporting the federal government, DoD or intelligence community
- Knowledge of DOD/IC OSINT policy and guidelines
What Would Be Nice To Have
- Knowledge or experience supporting Open-Source Intelligence (OSINT) or Human Intelligence (HUMINT) in the Defense or Intelligence community at the senior level
- Demonstrated strong writing skills and other communication skills
- Demonstrated skills in policy and strategy development
- PMP certification
