Data Analyst (m/f/d) in the area of Operational Analysis and OSINT Investigations (Open-Source Intelligence)

The Koblenz Police Headquarters is filling the following permanent position:Data analyst (m/f/d)in the area of operational analysis and OSINT investigations (Open Source Intelligence) at the Koblenz Criminal Investigation Department, Criminal Investigation Department 3, Commissariat 35Place of work: KoblenzAt Koblenz police headquarters, around 2,700 employees ensure the safety of the population in northern Rhineland-Palatinate. You can support us in this important task! The Analysis Department in Commissariat 35 (Data Management and Financial Investigations) is responsible for cross-phenomenon and investigation-supporting analysis in the Koblenz police headquarters area. This includes in particular the preparation and visualization of structured data sets, as well as OSINT research in freely accessible information systems.Your tasks:

  • Analysis projects in consultation with investigative bodies and advising them on the collection of information,
  • Data preparation and analysis,
  • Provision of automation solutions, comparison of mass data, use of self-developed applications, independent modification of evaluation parameters and creation of results lists,
  • Independently carrying out searches in freely accessible sources on the Internet (OSINT searches),
  • Visualization of information by means of graphic processing of analysis results and their provision for police processing,
  • Independent and autonomous execution of operational evidence-usable documentation of the analysis carried out and its representation as an expert witness (m/f/d) in court,
  • Strategic analysis through the creation of situation reports and the implementation of structural analyses

We expect:

  • A degree in a STEM field (Bachelor, Diploma (FH) or comparable degree) or completed vocational training in the field of information technology (e.g. IT specialist) with several years of preferably relevant professional experience,
  • Very good IT skills - confident handling of the necessary applications, professional experience and specialist knowledge in the following areas are particularly advantageous

o Programming knowledge in e.g. C# or Pythono relational database systems (MS SQL, MYSQL, SQLite)o Basics of different operating systems (Windows, Linux, Android/iOS) and web technologieso Use of geographic information systems such as ArcGIS

  • Experience in the analysis of structured data and in the field of open source intelligence is particularly desirable
  • Interest in the field of operational analysis as well as technical and legal aspects in the context of law enforcement
  • Willingness to acquire knowledge of police-specific applications and legal provisions (data protection regulations, Code of Criminal Procedure, relevant case law) in a timely manner
  • Successful security clearance or willingness to undergo it,
  • An extremely conscientious and careful way of working, sound spelling skills and good written expression
  • Strong ability to work independently as well as communication and teamwork skills
  • A high degree of initiative and willingness to perform (willingness to work weekends and at inconvenient times in special exceptional cases)
