Description
SAIC is looking for a Russian-speaking Sr. OSINT Collector, to work with a diverse team of collectors, linguists, cultural experts, and operations officers, providing operational support to dynamic global operations at Fort Eisenhower, GA.
This is NOT a Linguist position; it is a language-enabled Collector position; which requires technical aptitude and writing literacy, along with frequent interaction with a wide variety of government and contractor personnel, and the ability to operate in a diverse, evolving, and high-profile environment.
Job Duties:
- Responsible for conducting OSINT collection, production, and dissemination activities in response to Commander’s Priority Intelligence Requirements (PIR), validate requests for information (RFIs), or missions assigned by operational orders to support indications and warning (I&W), threat awareness, force protection, conflict support, targeting, and tipping/cueing of other Intelligence disciplines.
- Use foreign language proficiency to enhance and expedite the planning, collection, and exploitation of pertinent foreign- and English- language intelligence data from web-based sources and other technical data, and to conduct quality assurance checks on all foreign-language content used in reporting prior to dissemination.
- Utilize Collection Management programs of record to identify additional Intelligence Community (IC) requirements and Collection Directives applicable to each report.
- Employs foreign language proficiency across a suite of provisioned and commercially available exploitation tools, and advanced collection and signature reduction techniques, to identify and collect information from diverse sources in the Cyber domain relevant to intelligence gaps and requirements.
- Ensure all collection and production is compliant with established policies and procedures and maintain collection plans, logs, and other requisite documents to support Intelligence Oversight functions and auditing requirements.
- Produces timely, complete, and accurate incident, threat, and information reports based on customer direction, and in compliance with relevant U.S. government policies.
- Collaborates with team members, government representatives, and industry partners to support intelligence collection, processing, exploitation, and dissemination activities.
- Advocate for OSINT by supporting current DOD, Army, and USASOC OSINT applications and plans, promote tool and tradecraft development, and help coordinate local capability requirements—such as recommending new tools, technologies, or capability development opportunities.
Qualifications
Required Education and Experience:
- Bachelors and five (5) years of experience; four (4) years of experience in lieu of degree.
- Language proficiency must be tested at 2/2 level or higher; native speaker or DLI-trained (or language training equivalent).
Required Security Clearance:
- Must possess an Active Top Secret SCI Clearance with ability to obtain SCI and pass a counter-intelligence polygraph (PR within 6 years). US Citizenship is required.
Required Skills:
- Nine years or more experience conducting open-source intelligence, defense intelligence, online investigations, research, or similar profession.
- Ability to execute multiple tasks and ongoing projects while ensuring compliance with applicable policies, and procedures.
- Working knowledge of popular, legacy, and new social media, forums, messaging services, blog sites, and mobile applications.
- Willing to work outside normal business hours in exigent circumstances (this position is not shift work).
Desired Skills:
- Minimum of 5 years of intelligence experience within the U.S. DOD or Intelligence Community.
- At least 2 years of previous OSINT collection experience, preferably in the past 5 years.
- Knowledge of military operations, terminology, and structure (branch immaterial).
- Experience working with Special Forces and/or Psychological Operations Forces
- Completion of U.S. Army OS-301 and OS-302, OSINT Basic Course, or NERD Course.
- Technically proficient with computers and an interest/aptitude for data science, scripting, digital architecture, data acquisition, and research methodology.
