As an important part of the Ministry of Defence, Defence Intelligence (DI) provides intelligence analysis, specialist outputs and advice that supports decision making across government. At the heart of DI is the National Centre for Geospatial Intelligence (NCGI).
We have an exciting opportunity for a motivated, forward thinking and capable individual to join the Defence Open Source Intelligence Centre (DOC), as the Data Manager (DM). The DOC provide specialist, advanced and pioneering Open Source Intelligence (OSINT) to the Armed Forces and other Partners Across Government (PAG).
Strategic Command is going through a significant transformation programme which aims to improve the way the Command conducts its business and delivers for Defence and the nation. As a consequence of this, all posts within Strategic Command Headquarters and in time the wider organisation, are/will be subject to review and potential changes as we continuously improve across the period of the transformation programme. These changes may be minor or could be more substantive and will generate new opportunities. Throughout, the Command’s transformation programme is committed to following the MOD’s framework on managing and supporting people through the change process and places an emphasis on early and open consultation and engagement with the Command’s personnel and Trade Unions.
This role is advertised at 37 hours per week.
Job description
You will be responsible for the governance of the data, information and intelligence produced and processed by the Defence OSINT Centre (DOC) in NCGI.
Your main responsibility will be to manage and oversee data requests from DOC’s customers, taking into account any governance, security and commercial constraints. You will assess any data requests and coordinate with relevant stakeholders to drive the request forward whilst continuously tracking progress. You will work closely with the Legal and Policy advisors, formally communicating any risks, issues or Operational impact up the Chain of Command and working with the team to identify suitable mitigation's.
You will participate in relevant data governance boards to seek any necessary approvals enabling DOC’s activities.
You will work in partnership where required with:
(1) the NCGI Data Office to ensure DOC’s representation, participation, and coherence with our geospatial and imagery data colleagues in NCGI.
(2) the Data Steward of the MOD OSINT Programme which encompasses many more user communities than the DOC.
(3) DI Digital colleagues managing wider systems and projects involving DOC’s data, information, and intelligence assets.
(4) the MOD Chief Data Officer exploitation team driving our digital strategies and central projects.
The DM will also act as the DOC Information Manager, administering and improving SharePoint pages used by the DOC. This will include maintaining and developing automated flows to support DOC’s business and Operational responsibilities.
Other duties include but are not limited to:
- As part of the Information Manager role, you may be required to oversee Data Protection Impact Assessments (DPIAs) to ensure legal compliance of DOC’s activities and liaise with the DI Data Protection team.
- Maintain a network of Data/Information Managers across the MOD and partners to enhance collaboration.
- Responsible for permission-based access and data retention on relevant platforms.
- Evaluate requests to hold data outside of policy time frames.
- Conduct regular reviews of data to assess ongoing value.
- Management of information asset register and DOC file plan.

Person specification
Essential:
We are seeking an individual with excellent presentation and communication skills, both written and verbal and can communicate with a range customers. You will have strong organisational skills, be agile and flexible, used to prioritising and working to specific time frames and targets. You should possess excellent IT skills, including word-processing, PowerPoint, and spreadsheets.
If not already held, the Information Managers Course, must be completed within 12 months of taking post.
Desirable:
The ability to use web authoring packages including SharePoint and Microsoft data exploitation tools, or willingness to learn.
Experience of managing or processing data requests, including the policies that surround those requests – such as managing personal data.

Where business needs allow, some roles may be suitable for a combination of office and home-based working. This is a non-contractual arrangement where all office-based employees will be expected to spend a minimum of 60% of their working time in office, subject to capacity and any required workplace adjustments. Requirements to attend other locations for official business, or work in another MOD office, will also count towards this level of attendance.
